Migraci ovliv\u0148uje kombinace hospod\u00e1\u0159sk\u00fdch, politick\u00fdch a soci\u00e1ln\u00edch faktor\u016f: a\u0165 ji\u017e v zemi p\u016fvodu migranta (faktory vedouc\u00ed k odchodu), nebo v c\u00edlov\u00e9 zemi (faktory motivuj\u00edc\u00ed k p\u0159\u00edchodu). M\u00e1 se za to, \u017ee relativn\u00ed hospod\u00e1\u0159sk\u00e1 prosperita a politick\u00e1 stabilita EU byla v minulosti pro p\u0159ist\u011bhovalce velk\u00fdm l\u00e1kadlem.<\/p>\n<p>V c\u00edlov\u00fdch zem\u00edch lze mezin\u00e1rodn\u00ed migrace vyu\u017e\u00edt jako n\u00e1stroje k \u0159e\u0161en\u00ed konkr\u00e9tn\u00edch nedostatk\u016f na <a href=\"http:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/Glossary:Labour_market\">trhu pr\u00e1ce<\/a>. Migrace sama o sob\u011b v\u0161ak t\u00e9m\u011b\u0159 jist\u011b nezvr\u00e1t\u00ed aktu\u00e1ln\u00ed trend st\u00e1rnut\u00ed populace, kter\u00fd se projevuje v mnoha oblastech EU.<\/p>\n<div \u010dlensk\u00fdch st\u00e1t\u016f <a href=\"http:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/Glossary:EU_enlargements\">EU-28<\/a> <a class=\"mw-redirect\" href=\"http:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/Glossary:Immigrant\">p\u0159ist\u011bhovalo<\/a> celkem 3,8 milionu osob a nejm\u00e9n\u011b 2,8 milionu <a class=\"mw-redirect\" href=\"http:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/Glossary:Emigrant\">emigrant\u016f<\/a> z n\u011bkter\u00e9ho z \u010dlensk\u00fdch st\u00e1t\u016f EU ode\u0161lo. Tyto souhrnn\u00e9 \u00fadaje nezachycuj\u00ed migra\u010dn\u00ed toky do a z EU jako celku, proto\u017ee zahrnuj\u00ed rovn\u011b\u017e migraci mezi jednotliv\u00fdmi \u010dlensk\u00fdmi st\u00e1ty EU.<\/p>\n<p>Odhaduje se, \u017ee z t\u011bchto 3,8 milionu p\u0159ist\u011bhovalc\u016f za rok 2014 p\u0159edstavovali 1,6 milionu st\u00e1tn\u00ed p\u0159\u00edslu\u0161n\u00edci t\u0159et\u00edch zem\u00ed, 1,3 milionu osoby se st\u00e1tn\u00edm ob\u010danstv\u00edm jin\u00e9ho \u010dlensk\u00e9ho st\u00e1tu EU, ne\u017e byl st\u00e1t, do n\u011bj\u017e se p\u0159ist\u011bhovali, asi 870 000 bylo lid\u00ed, kte\u0159\u00ed se p\u0159est\u011bhovali do \u010dlensk\u00e9ho st\u00e1tu EU, jeho\u017e ob\u010danstv\u00ed ji\u017e m\u011bli (nap\u0159\u00edklad vracej\u00edc\u00ed se st\u00e1tn\u00ed p\u0159\u00edslu\u0161n\u00edci nebo st\u00e1tn\u00ed p\u0159\u00edslu\u0161n\u00edci narozen\u00ed v zahrani\u010d\u00ed), a asi 12 400 osob bez st\u00e1tn\u00ed p\u0159\u00edslu\u0161nosti.<\/p>\n<p>Nejvy\u0161\u0161\u00ed po\u010det p\u0159ist\u011bhovalc\u016f v roce 2014 vyk\u00e1zalo N\u011bmecko (884 900), za n\u00edm n\u00e1sleduje Spojen\u00e9 kr\u00e1lovstv\u00ed (632 000), Francie (339 900), \u0160pan\u011blsko (305 500) a It\u00e1lie (277 600). Nejvy\u0161\u0161\u00ed po\u010det emigrant\u016f v roce 2014 zaznamenalo \u0160pan\u011blsko (400 400), za n\u00edm n\u00e1sleduje N\u011bmecko (324 200), Spojen\u00e9 kr\u00e1lovstv\u00ed (319 100), Francie (294 100) a Polsko (268 300). Celkem 15 \u010dlensk\u00fdch st\u00e1t\u016f EU hl\u00e1s\u00ed za rok 2014 vy\u0161\u0161\u00ed m\u00edru p\u0159ist\u011bhov\u00e1n\u00ed ne\u017e vyst\u011bhov\u00e1n\u00ed, av\u0161ak v Bulharsku, Irsku, \u0158ecku, \u0160pan\u011blsku, Chorvatsku, na Kypru, v Polsku, Portugalsku, Rumunsku, Slovinsku a t\u0159ech <a href=\"http:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/Glossary:Baltic_Member_States\">pobaltsk\u00fdch \u010dlensk\u00fdch st\u00e1tech<\/a> po\u010det vyst\u011bhovan\u00fdch osob p\u0159ekro\u010dil po\u010det p\u0159ist\u011bhovalc\u016f.<\/p>\n<p>V pom\u011bru k po\u010dtu rezidentsk\u00e9ho obyvatelstva zaznamenalo v roce 2014 nejvy\u0161\u0161\u00ed m\u00edru p\u0159ist\u011bhovalectv\u00ed Lucembursko (40 p\u0159ist\u011bhovalc\u016f na 1\u00a0000 osob), po n\u011bm n\u00e1sledovala Malta (21 p\u0159ist\u011bhovalc\u016f na 1\u00a0000 osob) a Irsko (15 p\u0159ist\u011bhovalc\u016f na 1\u00a0000 osob) \u2013 viz obr\u00e1zek\u00a01. Nejvy\u0161\u0161\u00ed m\u00edru vyst\u011bhov\u00e1n\u00ed v roce 2014 hl\u00e1sil Kypr (28 vyst\u011bhovalc\u016f na 1\u00a0000 osob), Lucembursko (20 vyst\u011bhovalc\u016f na 1\u00a0000 osob) a Irsko (18 vyst\u011bhovalc\u016f na 1\u00a0000 osob).<\/p>\n<p>Relativn\u00ed pod\u00edl st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f dan\u00e9ho st\u00e1tu mezi p\u0159ist\u011bhovalci, jin\u00fdmi slovy p\u0159ist\u011bhovalc\u016f se st\u00e1tn\u00edm ob\u010danstv\u00edm \u010dlensk\u00e9ho st\u00e1tu EU, do kter\u00e9ho se p\u0159ist\u011bhovali, v r\u00e1mci celkov\u00e9ho po\u010dtu p\u0159ist\u011bhovalc\u016f byl v roce 2014 nejvy\u0161\u0161\u00ed v Rumunsku (91\u00a0% v\u0161ech p\u0159ist\u011bhovalc\u016f), Litv\u011b (80\u00a0%), Estonsku (65\u00a0%), Polsku (57\u00a0%), Loty\u0161sku (57\u00a0%), na Slovensku (55\u00a0%), v Ma\u010farsku a Portugalsku (v obou zem\u00edch 52\u00a0%). To byly jedin\u00e9 \u010dlensk\u00e9 st\u00e1ty EU, kter\u00e9 vyk\u00e1zaly, \u017ee p\u0159ist\u011bhovalectv\u00ed jejich st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f p\u0159edstavovalo v\u00edce ne\u017e polovinu celkov\u00e9ho po\u010dtu p\u0159ist\u011bhovalc\u016f \u2013 viz obr\u00e1zek\u00a02. Naopak N\u011bmecko, Rakousko a Lucembursko vyk\u00e1zaly pom\u011brn\u011b mal\u00fd pod\u00edl, jeliko\u017e p\u0159ist\u011bhovalectv\u00ed jejich st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f nep\u0159edstavovalo v roce 2014 v\u00edce ne\u017e 10,0\u00a0% z celkov\u00e9ho po\u010dtu p\u0159ist\u011bhovalc\u016f.<\/p>\n<p>Informace o st\u00e1tn\u00edm ob\u010danstv\u00ed se \u010dasto pou\u017e\u00edvaj\u00ed ke studiu p\u0159ist\u011bhovalc\u016f, kte\u0159\u00ed jsou p\u016fvodem cizinci. Nicm\u00e9n\u011b vzhledem k tomu, \u017ee st\u00e1tn\u00ed ob\u010danstv\u00ed se m\u016f\u017ee v pr\u016fb\u011bhu \u017eivota zm\u011bnit, je u\u017eite\u010dn\u00e9 analyzovat rovn\u011b\u017e informace podle zem\u011b narozen\u00ed. Relativn\u00ed pod\u00edl p\u0159ist\u011bhovalc\u016f narozen\u00fdch v dan\u00e9 zemi na celkov\u00e9m po\u010dtu p\u0159ist\u011bhovalc\u016f byl nejv\u011bt\u0161\u00ed v Litv\u011b (72\u00a0% v\u0161ech p\u0159ist\u011bhovalc\u016f), d\u00e1le pak v Rumunsku (68\u00a0%) a Polsku (50\u00a0%). Naopak It\u00e1lie, \u0160pan\u011blsko, N\u011bmecko, Rakousko a Lucembursko vyk\u00e1zaly pom\u011brn\u011b mal\u00fd pod\u00edl p\u0159ist\u011bhovalc\u016f narozen\u00fdch v dan\u00e9 zemi, a sice m\u00e9n\u011b ne\u017e 10\u00a0% v\u0161ech p\u0159ist\u011bhovalc\u016f v roce 2014.<\/p>\n<p><i><b>Po\u010det p\u0159ist\u011bhovalc\u016f do EU-28 ze t\u0159et\u00edch zem\u00ed \u010dinil v roce 2014 celkem 1,9 milionu<\/b><\/i><\/p>\n<p>V roce 2014 se do EU p\u0159ist\u011bhovalo odhadem 1,9 milionu osob ze t\u0159et\u00edch zem\u00ed. Krom\u011b toho se 1,8 milionu lid\u00ed, kte\u0159\u00ed d\u0159\u00edve pob\u00fdvali v jednom \u010dlensk\u00e9m st\u00e1t\u011b EU, p\u0159em\u00edstilo do jin\u00e9ho \u010dlensk\u00e9ho st\u00e1tu.<\/p>\n<p>V r\u00e1mci anal\u00fdzy podle p\u0159edchoz\u00edho m\u00edsta pobytu vyk\u00e1zalo nejv\u011bt\u0161\u00ed pod\u00edl p\u0159ist\u011bhovalc\u016f z jin\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f EU Lucembursko (91\u00a0% v\u0161ech p\u0159ist\u011bhovalc\u016f v roce 2014), n\u00e1sledovalo Slovensko (80\u00a0%) a Rumunsko (75\u00a0%); relativn\u011b mal\u00fd pod\u00edl hl\u00e1silo Bulharsko (19\u00a0% v\u0161ech p\u0159ist\u011bhovalc\u016f) a tak\u00e9 It\u00e1lie a \u0160v\u00e9dsko (ob\u011b zem\u011b 29\u00a0%) \u2013 viz tabulka\u00a03.<\/p>\n<p>Pokud jde o roz\u010dlen\u011bn\u00ed p\u0159ist\u011bhovalc\u016f do \u010dlensk\u00fdch st\u00e1t\u016f EU podle pohlav\u00ed, v roce 2014 lehce p\u0159eva\u017eovali mu\u017ei nad \u017eenami (53\u00a0% mu\u017ei, 47\u00a0% \u017eeny). Nejvy\u0161\u0161\u00ed pod\u00edl p\u0159ist\u011bhovalc\u016f \u2013 mu\u017e\u016f hl\u00e1s\u00ed Loty\u0161sko (62\u00a0%); naopak nejvy\u0161\u0161\u00ed pod\u00edl \u017een mezi p\u0159ist\u011bhovalci je hl\u00e1\u0161en z Kypru (70\u00a0%).<\/p>\n<p>Osoby, je\u017e se v roce 2014 p\u0159ist\u011bhovaly do \u010dlensk\u00fdch st\u00e1t\u016f EU, byly v pr\u016fm\u011bru o mnoho mlad\u0161\u00ed ne\u017e celkov\u00e1 rezidentsk\u00e1 populace c\u00edlov\u00e9 zem\u011b. V\u011bkov\u00fd medi\u00e1n v\u0161ech obyvatel EU-28 ke dni 1.\u00a0ledna 2015 \u010dinil 42 let. Naproti tomu v\u011bkov\u00fd medi\u00e1n p\u0159ist\u011bhovalc\u016f do EU-28 v roce 2014 byl 28 let.<\/p>\n<h3><span id=\"Migruj.C3.ADc.C3.AD_populace\" class=\"mw-headline\">Migruj\u00edc\u00ed populace<\/span><\/h3>\n<p>Ke dni 1.\u00a0ledna 2015 \u017eilo v n\u011bkter\u00e9m z \u010dlensk\u00fdch st\u00e1t\u016f EU 34,3 milionu osob narozen\u00fdch mimo EU-28 a 18,5 milionu osob, kter\u00e9 se narodily v jin\u00e9m \u010dlensk\u00e9m st\u00e1t\u011b EU, ne\u017e je st\u00e1t, ve kter\u00e9m pob\u00fdvaly. Krom\u011b toho \u017eilo ke dni 1.\u00a0ledna 2015 v \u010dlensk\u00fdch st\u00e1tech EU 15,3 milionu osob, kter\u00e9 m\u011bly st\u00e1tn\u00ed ob\u010danstv\u00ed jin\u00e9ho \u010dlensk\u00e9ho st\u00e1tu EU.<\/p>\n<p>Nejvy\u0161\u0161\u00ed po\u010det ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f \u017eij\u00edc\u00edch v \u010dlensk\u00fdch st\u00e1tech EU ke dni 1.\u00a0ledna 2015 v absolutn\u00edch \u010d\u00edslech byl zji\u0161t\u011bn v N\u011bmecku (7,5 milionu osob), Spojen\u00e9m kr\u00e1lovstv\u00ed (5,4 milionu), It\u00e1lii (5,0 milionu), \u0160pan\u011blsku (4,5 milionu) a Francii (4,4 milionu). V t\u011bchto p\u011bti \u010dlensk\u00fdch st\u00e1tech \u017eilo 76\u00a0% v\u0161ech ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f \u017eij\u00edc\u00edch ve v\u0161ech \u010dlensk\u00fdch st\u00e1tech EU. Pod\u00edl obyvatel t\u011bchto p\u011bti \u010dlensk\u00fdch st\u00e1t\u016f na celkov\u00e9m po\u010dtu obyvatel v EU-28 \u010dinil v t\u00e9\u017ee dob\u011b 63\u00a0%.<\/p>\n<p>\u010clensk\u00fdm st\u00e1tem EU s pom\u011brn\u011b nejvy\u0161\u0161\u00edm po\u010dtem ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f \u017eij\u00edc\u00edch na jeho \u00fazem\u00ed bylo Lucembursko, kde jejich pod\u00edl \u010dinil 46\u00a0% celkov\u00e9 populace. Velk\u00fd pod\u00edl ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f (10\u00a0% rezidentsk\u00e9ho obyvatelstva nebo v\u00edce) byl zji\u0161t\u011bn tak\u00e9 na Kypru, v Loty\u0161sku, Estonsku, Rakousku, Irsku a Belgii.<\/p>\n<p>Ve v\u011bt\u0161in\u011b \u010dlensk\u00fdch st\u00e1t\u016f EU poch\u00e1zela v\u011bt\u0161ina ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f ze zem\u00ed mimo EU (viz tabulka\u00a05). Opak plat\u00ed pouze pro Lucembursko, Slovensko, Kypr, Irsko, Belgii, Nizozemsko, Ma\u010farsko, Spojen\u00e9 kr\u00e1lovstv\u00ed, Maltu a Rakousko. V p\u0159\u00edpad\u011b Loty\u0161ska a Estonska je pod\u00edl ob\u010dan\u016f t\u0159et\u00edch zem\u00ed obzvl\u00e1\u0161t\u011b vysok\u00fd vzhledem k vysok\u00e9mu po\u010dtu <a href=\"http:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/Glossary:Recognised_non-citizen\">uznan\u00fdch neob\u010dan\u016f<\/a> (zejm\u00e9na ob\u010dan\u016f b\u00fdval\u00e9ho Sov\u011btsk\u00e9ho svazu, kte\u0159\u00ed jsou trval\u00fdmi rezidenty t\u011bchto zem\u00ed, av\u0161ak nenabyli \u017e\u00e1dn\u00e9ho jin\u00e9ho st\u00e1tn\u00edho ob\u010danstv\u00ed).<\/p>\n<p>Ve v\u0161ech \u010dlensk\u00fdch st\u00e1tech EU s v\u00fdjimkou Estonska, \u010cesk\u00e9 republiky a Loty\u0161ska byl po\u010det osob narozen\u00fdch ve t\u0159et\u00ed zemi vy\u0161\u0161\u00ed ne\u017e po\u010det osob se st\u00e1tn\u00edm ob\u010danstv\u00edm t\u0159et\u00ed zem\u011b.<\/p>\n<p>Tabulka\u00a06 obsahuje p\u0159ehled p\u011bti hlavn\u00edch skupin ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f a st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f narozen\u00fdch v zahrani\u010d\u00ed a \u017eij\u00edc\u00edch v jednotliv\u00fdch \u010dlensk\u00fdch st\u00e1tech EU a ESVO (pokud jsou pro n\u011b k dispozici podrobn\u00e9 \u00fadaje).<\/p>\n<p>Z anal\u00fdzy v\u011bkov\u00e9 struktury obyvatelstva vypl\u00fdv\u00e1, \u017ee v cel\u00e9 EU-28 byli ciz\u00ed st\u00e1tn\u00ed p\u0159\u00edslu\u0161n\u00edci v pr\u016fm\u011bru mlad\u0161\u00ed ne\u017e dom\u00e1c\u00ed. K 1.\u00a0lednu 2015 \u010dinil v\u011bkov\u00fd medi\u00e1n st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f EU-28 43 let, zat\u00edmco v\u011bkov\u00fd medi\u00e1n ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f \u017eij\u00edc\u00edch v EU \u010dinil 35 let.<\/p>\n<h3><span id=\"Nabyt.C3.AD_st.C3.A1tn.C3.ADho_ob.C4.8Danstv.C3.AD\" class=\"mw-headline\">Nabyt\u00ed st\u00e1tn\u00edho ob\u010danstv\u00ed<\/span><\/h3>\n<p><i><b>Po\u010det nabyt\u00fdch st\u00e1tn\u00edch ob\u010danstv\u00ed se v roce 2014 sn\u00ed\u017eil o 9\u00a0%<\/b><\/i><\/p>\n<p>V roce 2014 z\u00edskalo st\u00e1tn\u00ed ob\u010danstv\u00ed n\u011bkter\u00e9ho \u010dlensk\u00e9ho st\u00e1tu EU 889 100 osob, co\u017e odpov\u00edd\u00e1 poklesu ve v\u00fd\u0161i 9\u00a0% v porovn\u00e1n\u00ed s rokem 2013. K tomuto poklesu do\u0161lo po dvou po sob\u011b n\u00e1sleduj\u00edc\u00edch letech r\u016fstu.<\/p>\n<p>V roce 2014 z\u00edskalo nejv\u00edce osob st\u00e1tn\u00ed ob\u010danstv\u00ed ve \u0160pan\u011blsku, a to 205 900 (co\u017e je 23\u00a0% celkov\u00e9ho po\u010dtu v EU-28). Na n\u00e1sleduj\u00edc\u00edch m\u00edstech v \u017eeb\u0159\u00ed\u010dku, pokud jde o nab\u00fdv\u00e1n\u00ed st\u00e1tn\u00edho ob\u010danstv\u00ed, se nach\u00e1z\u00ed It\u00e1lie (129 900), Spojen\u00e9 kr\u00e1lovstv\u00ed (125 600), N\u011bmecko (110 600) a Francie (105 600).<\/p>\n<p>V absolutn\u00edch \u010d\u00edslech do\u0161lo k nejv\u011bt\u0161\u00edmu n\u00e1r\u016fstu ve srovn\u00e1n\u00ed s rokem 2013 v It\u00e1lii, kde z\u00edskalo st\u00e1tn\u00ed ob\u010danstv\u00ed o 29\u00a0200 v\u00edce rezident\u016f, n\u00e1sleduje Francie (8 300) a Nizozemsko (6 800). Naopak k nejv\u011bt\u0161\u00edmu poklesu v absolutn\u00edch \u010d\u00edslech do\u0161lo ve Spojen\u00e9m kr\u00e1lovstv\u00ed (britsk\u00e9 st\u00e1tn\u00ed ob\u010danstv\u00ed z\u00edskalo o 81 900 lid\u00ed m\u00e9n\u011b ne\u017e v roce 2013), ve \u0160pan\u011blsku (19 900), Belgii (16 000), \u0158ecku (8 600) a ve \u0160v\u00e9dsku (6 700).<\/p>\n<p>Jedn\u00edm z b\u011b\u017en\u011b pou\u017e\u00edvan\u00fdch ukazatel\u016f je \u201em\u00edra naturalizace\u201c, kter\u00e1 je zde definov\u00e1na jako pom\u011br mezi celkov\u00fdm po\u010dtem ud\u011blen\u00fdch st\u00e1tn\u00edch ob\u010danstv\u00ed a po\u010dtem ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f na za\u010d\u00e1tku t\u00e9ho\u017e roku. Nejvy\u0161\u0161\u00ed m\u00edru naturalizace m\u011blo mezi \u010dlensk\u00fdmi st\u00e1ty EU v roce 2014 \u0160v\u00e9dsko (6,3 nabyt\u00ed st\u00e1tn\u00edho ob\u010danstv\u00ed na 100 ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f), po n\u011bm\u017e n\u00e1sleduj\u00ed Ma\u010farsko (6,2) a Portugalsko (5,3 nabyt\u00ed st\u00e1tn\u00edho ob\u010danstv\u00ed na 100 ciz\u00edch st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f).<\/p>\n<p>V roce 2014 nabylo st\u00e1tn\u00ed ob\u010danstv\u00ed EU p\u0159ibli\u017en\u011b 784 800 ob\u010dan\u016f t\u0159et\u00edch zem\u00ed pob\u00fdvaj\u00edc\u00edch v n\u011bkter\u00e9m \u010dlensk\u00e9m st\u00e1t\u011b EU, co\u017e p\u0159edstavuje 10% pokles ve srovn\u00e1n\u00ed s rokem 2013. Ob\u010dan\u00e9 t\u0159et\u00edch zem\u00ed jako takov\u00ed p\u0159edstavovali 88\u00a0% v\u0161ech osob, kter\u00e9 nabyly st\u00e1tn\u00ed ob\u010danstv\u00ed n\u011bkter\u00e9ho \u010dlensk\u00e9ho st\u00e1tu EU v roce 2014. Tito nov\u00ed ob\u010dan\u00e9 EU-28 poch\u00e1zeli zejm\u00e9na z Afriky (29\u00a0% celkov\u00e9ho po\u010dtu nabyt\u00fdch st\u00e1tn\u00edch ob\u010danstv\u00ed), Severn\u00ed a Ji\u017en\u00ed Ameriky (21\u00a0%), Asie (20\u00a0%) a z evropsk\u00fdch zem\u00ed mimo EU-28 (18\u00a0%). Po\u010det ob\u010dan\u016f \u010dlensk\u00fdch st\u00e1t\u016f EU, kte\u0159\u00ed nabyli st\u00e1tn\u00ed ob\u010danstv\u00ed jin\u00e9ho \u010dlensk\u00e9ho st\u00e1tu EU, \u010dinil 95 700 osob, tj. 11\u00a0% celkov\u00e9ho po\u010dtu. V absolutn\u00edch \u010d\u00edslech pat\u0159\u00ed mezi hlavn\u00ed skupiny ob\u010dan\u016f EU-28, kte\u0159\u00ed nabyli st\u00e1tn\u00ed ob\u010danstv\u00ed jin\u00e9ho \u010dlensk\u00e9ho st\u00e1tu EU, Rumuni, kte\u0159\u00ed se stali ob\u010dany It\u00e1lie (6 400 osob) nebo Ma\u010farska (6 200 osob), Pol\u00e1ci, kte\u0159\u00ed se stali ob\u010dany N\u011bmecka (6 000 osob) nebo Spojen\u00e9ho kr\u00e1lovstv\u00ed (3 200 osob), Italov\u00e9, kte\u0159\u00ed se stali ob\u010dany N\u011bmecka (3 200 osob) nebo Belgie (1 200 osob), Portugalci, kte\u0159\u00ed se stali ob\u010dany Francie (3 300 osob) nebo Lucemburska (1 200 osob), Bulha\u0159i, kte\u0159\u00ed se stali ob\u010dany N\u011bmecka (1 800 osob) nebo Spojen\u00e9ho kr\u00e1lovstv\u00ed (1 300 osob) a Chorvati, kte\u0159\u00ed se stali ob\u010dany N\u011bmecka (3 900 osob).<\/p>\n<p>V Lucembursku, Ma\u010farsku a na Malt\u011b byla v\u011bt\u0161ina nov\u00fdch st\u00e1tn\u00edch ob\u010danstv\u00ed ud\u011blena ob\u010dan\u016fm jin\u00e9ho \u010dlensk\u00e9ho st\u00e1tu EU. V p\u0159\u00edpad\u011b Lucemburska p\u0159ipadal nejv\u011bt\u0161\u00ed pod\u00edl na portugalsk\u00e9 ob\u010dany, za kter\u00fdmi n\u00e1sledovali ital\u0161t\u00ed, francouz\u0161t\u00ed, belgi\u010dt\u00ed a n\u011bme\u010dt\u00ed ob\u010dan\u00e9, zat\u00edmco v Ma\u010farsku byli st\u00e1tn\u00edmi p\u0159\u00edslu\u0161n\u00edky EU, kte\u0159\u00ed z\u00edskali jeho st\u00e1tn\u00ed ob\u010danstv\u00ed, t\u00e9m\u011b\u0159 v\u00fdlu\u010dn\u011b Rumuni. Na Malt\u011b zase nejv\u011bt\u0161\u00ed pod\u00edl \u010dinili brit\u0161t\u00ed ob\u010dan\u00e9.<\/p>\n<p>Stejn\u011b jako v p\u0159edchoz\u00edch letech tvo\u0159ili v roce 2014 nejv\u011bt\u0161\u00ed skupinu nov\u00fdch ob\u010dan\u016f \u010dlensk\u00fdch st\u00e1t\u016f EU ob\u010dan\u00e9 Maroka (92 700, tj. 10,4\u00a0% v\u0161ech ud\u011blen\u00fdch st\u00e1tn\u00edch ob\u010danstv\u00ed), n\u00e1sledovali ob\u010dan\u00e9 Alb\u00e1nie (41 000, tj. 4,6\u00a0%), Turecka (37 500, tj. 4,2\u00a0%), Indie (35 300, tj. 4,0\u00a0%) a Ekv\u00e1doru (34 800, tj. 3,9\u00a0%). Ve srovn\u00e1n\u00ed s rokem 2013 se po\u010det ob\u010dan\u016f Maroka, kte\u0159\u00ed z\u00edskali st\u00e1tn\u00ed ob\u010danstv\u00ed n\u011bkter\u00e9ho \u010dlensk\u00e9ho st\u00e1tu EU, zv\u00fd\u0161il o 5,5\u00a0%. V dob\u011b pr\u00e1ce na zn\u011bn\u00ed tohoto textu tyto \u00fadaje nedodalo ji\u017e jen N\u011bmecko, kter\u00e9 hodl\u00e1 revidovan\u00e9 \u00fadaje poskytnout nejpozd\u011bji v \u010dervnu 2016. Migra\u010dn\u00ed politiky EU ve vztahu k ob\u010dan\u016fm t\u0159et\u00edch zem\u00ed se \u010d\u00edm d\u00e1l v\u00edce zab\u00fdvaj\u00ed t\u00edm, jak p\u0159it\u00e1hnout p\u0159ist\u011bhovalce s konkr\u00e9tn\u00edm profilem. \u010casto je tomu tak ve snaze zaplnit na trhu pr\u00e1ce nedostatek ur\u010dit\u00fdch kvalifikac\u00ed. V\u00fdb\u011br m\u016f\u017ee b\u00fdt proveden na z\u00e1klad\u011b jazykov\u00fdch schopnost\u00ed, pracovn\u00edch zku\u0161enost\u00ed, vzd\u011bl\u00e1n\u00ed a v\u011bku. V roce 2005 Evropsk\u00e1 komise op\u011bt zah\u00e1jila prost\u0159ednictv\u00edm <a class=\"external text\" href=\"http:\/\/eur-lex.europa.eu\/LexUriServ\/LexUriServ.do?uri=CELEX:52004DC0811:EN:NOT\" rel=\"nofollow\">Zelen\u00e9 knihy o p\u0159\u00edstupu EU k \u0159\u00edzen\u00ed ekonomick\u00e9 migrace<\/a> (KOM(2004) 811 v kone\u010dn\u00e9m zn\u011bn\u00ed) debatu o pot\u0159eb\u011b spole\u010dn\u00fdch pravidel pro p\u0159ij\u00edm\u00e1n\u00ed ekonomick\u00fdch migrant\u016f. V\u00fdsledkem bylo na konci roku 2005 p\u0159ijet\u00ed <a class=\"external text\" href=\"http:\/\/eur-lex.europa.eu\/LexUriServ\/LexUriServ.do?uri=CELEX:52005DC0669:CS:NOT\" rel=\"nofollow\">Pl\u00e1nu politiky v oblasti leg\u00e1ln\u00ed migrace<\/a> (KOM(2005) 669 v kone\u010dn\u00e9m zn\u011bn\u00ed). V \u010dervenci 2006 p\u0159ijala Evropsk\u00e1 komise sd\u011blen\u00ed <a class=\"external text\" href=\"http:\/\/eur-lex.europa.eu\/LexUriServ\/LexUriServ.do?uri=CELEX:52006DC0402:CS:NOT\" rel=\"nofollow\">o priorit\u00e1ch boje proti neleg\u00e1ln\u00edmu p\u0159ist\u011bhovalectv\u00ed st\u00e1tn\u00edch p\u0159\u00edslu\u0161n\u00edk\u016f t\u0159et\u00edch zem\u00ed<\/a> (KOM(2006) 402 v kone\u010dn\u00e9m zn\u011bn\u00ed), kter\u00e9 se sna\u017e\u00ed zajistit rovnov\u00e1hu mezi bezpe\u010dnost\u00ed a z\u00e1kladn\u00edmi pr\u00e1vy jednotlivc\u016f b\u011bhem v\u0161ech f\u00e1z\u00ed procesu ileg\u00e1ln\u00edho p\u0159ist\u011bhovalectv\u00ed. Vzhledem k modern\u00edm technologi\u00edm a jednodu\u0161\u0161\u00edm mo\u017enostem cestov\u00e1n\u00ed voln\u00fd pohyb Evropan\u016fm umo\u017e\u0148uje roz\u0161\u00ed\u0159it sv\u00e9 obzory za hranice sv\u00e9 zem\u011b, na krat\u0161\u00ed \u010di del\u0161\u00ed dobu svou zemi opustit, p\u0159ij\u00edt do ur\u010dit\u00e9 zem\u011b EU a st\u011bhovat se mezi zem\u011bmi EU a vlastn\u00ed zem\u00ed za \u00fa\u010delem pr\u00e1ce, studia nebo odborn\u00e9 p\u0159\u00edpravy, cestovat obchodn\u011b \u010di za odpo\u010dinkem nebo nakupovat v zahrani\u010d\u00ed. Voln\u00fd pohyb roz\u0161i\u0159uje soci\u00e1ln\u00ed a kulturn\u00ed vztahy v EU a vytv\u00e1\u0159\u00ed mezi Evropany u\u017e\u0161\u00ed vazby.
